Corporate Improvement Programme Report

A key component of the BCPC’s workplan for 2022-23 has been the pursuit of a Corporate Improvement Programme, which was guided by a range of planning guidance setting out the following expectation:

“Systems should develop a plan for corporate services transformation and, where appropriate, consolidation.”

Early work commenced to establish some baselines by understanding the current operating model, future options for an operating model and the barriers to achieve this across an initial eight corporate function areas.

The work programme was re-invigorated in the late summer under a new Senior Responsible Officer. Working with the BCPC Managing Director and Head of PMO, where a:

  • Responsible Officer for each corporate function area was identified,
  • Revised programme of work was established
  • Programme of initial review meetings was progressed

In February 2023 the Collaborative Executive requested that the work programme be re-focused on a small number of areas (referred to as Phase 1A) to accelerate progress before moving on to subsequent phases. This refocus is outlined as follows:

  • Human Resources (Workforce)
  • Payroll
  • Procurement
  • Communications, Marketing and Engagement
  • Data, Digital and Technology
  • Estates and Facilities
  • Governance and Legal
  • Finance

Looking Ahead

With positive progress being made on Phase 1A, attention will turn to preparing the next tranche of corporate functions identified under Phase 1B, which are:

  • Communications and Engagement
  • Data, Digital and Technology
  • Estates and Facilities

Each responsible Officer will be engaged and asked to complete the preparatory work, working with their peers from partner organisations across the system. Support will be provided from the PMO, with outputs reviewed by the BCPC Managing Director and
Corporate Improvement Programme SRO, prior to review and discussion by the Collaborative Executive.

It is anticipated that this tranche will make steady progress during the latter half of 23-24, with any implementation occurring during the calendar yar of 2024, prior to the pursuit of the last identified tranche in the new financial year.
